Grassroots Intelligence Research Institute

Independent research and analysis of ground-level intelligence gathering methodologies, tools, and best practices for law enforcement agencies

Our Mission

Grass 17 is a nonprofit research organization dedicated to examining grassroots-level intelligence gathering technologies and methodologies. We provide independent analysis, policy recommendations, and educational resources to help law enforcement agencies, policymakers, and communities understand the capabilities, limitations, and implications of modern intelligence tools.

Our work bridges operational realities with civil liberties considerations, ensuring that ground-level intelligence practices remain effective, accountable, and constitutionally sound.
